Ok -- forget the macro change. It looks like it can be done just by adding
a stylesheet with this content:
.tc-tabbed-table-of-contents-content .tc-tiddler-body {
overflow: auto;
height:200px;
}
Change height to whatever minimum tiddler body height you want.
