I think Bimlas is in a unique position to ask this type of question because 
bimlas has a technical mind and is delivering real value to the community, such 
as with the kin operator yet is finding it difficult to do things that should 
be somewhat intuitive to new users.

Building a toc is a simple, and some would say should be an automatic outcome 
of using tiddlywiki. 

I always try and put myself in the mind of a nieve user even although I have 
years of IT expierence. I remain empathetic to Bimlas's dismay that the new 
tiddlywiki user expirence is difficult, it stopped me jumping from twc for 
years. I see no reason to force the first expirence of new users to be a 
minimal empty version designed for distribution of a minimalist build for 
expirenced users.

I have started building a new user edition. It has a toc and tells you to use 
"new here" to build it.
