The latter of these features the original TagglyTagging made for TW2/Classic which you *cannot *use in TW5. The former is a variant for TW5 but somewhat different. The various ToC macros have been created in TW5 that cover similar ground. Nobody has, to my knowledge, created a quire similar variant of TagglyTagging for TW5.
