Seems like a lot of this is already baked into current TW5. There is a "New here button"
Tags can tag tags. You can go to a new tag from the drop down list. Click on a tag and you can see all the things it's tagging. Use the Info button to see all the items the current tiddler is tagging. This last part could be made more convenient by putting a list of what the current tiddler is tagging at the bottom in a template. But that could be a substantial list in many cases.
