If you PUT it as text/css, when attempt to get it, the default type
will be css, but this will make things weird if you want to manipulate
it as text in TiddlyWiki.

Have a look at the tiddly-editor plugin. It may not work anymore
(since some changes in plugin handling) but the ideas are still sound.

I realize none of this directly addresses what you are trying to do,
