Sure. You could have one, even multiple "meta" folders like this that are 
independent from your tids.
So, in one context, you build *TiddlerFoo* and in another you build 
*TiddlerBar*.

Mhhh, they've got to be somewhere.
Close-by makes it easy to find things and see if anything's missing.
However, I can sure see how one may want an option to place them elsewhere.

I have to admit, I have not yet taken a close look at meta files.
I take it they're in tid format describing a given file.
Perhaps they deserve a mention on *TiddlyWiki.com*.

The point of having an INDEX is to have a centralized place to search for

Now, that gives a much better idea of what you're after and why you'd want 
to separate the two.

I guess portability is one reason why you might want the meta files 
alongside your regular files after all.
You could also easily see how a file relates to others simply by looking at 
the meta file w/o any TiddlyWiki.
That would be much harder if that meta-file was someplace else.

So, yes, being able to have a meta-file point to another file
rather than the connection being implicit by the filename would be a good 
addition.
