OK, to get the popup to scroll, it at least works in the inspector tool if
I drag'n drop the div from under the river up into a tiddler frame to get
this:

I use the following style for the div:
pointer-events: none;
position: absolute;
height:0;
...and for the
.tc-caret {
pointer-events:none;
position:absolute;
}
Could you try this?
