I think you have more or less the current version of libtiff, unless you can 
find the 4.7 pre-release.
Many of the tiff tools were removed in 4.6.0 and then cleaned up and restored 
in 4.7.
If you have or can build tiff2pdf from 4.5 or older, it might be worth checking 
that the removal and clean up in 4.6/4.7 didn't break anything.
If the sample files are small, it might help to post them somewhere.
If converting the files is an emergency, you could try graphics magick or image 
magick or (tiff2ps + ghostscript ps2pdf).
