I will report more on this issue after more testing. I started
using Peter's suggestion of running xmodmap -e "remove mod2 = Num_Lock". This got me two different sets of results so far. On my Mac running Snow Leopard with the 1.2 FLTK viewer, This disables the numlock key and the keys always type numbers no matter how many times I press the "NumLock" button (Clear on Mac keyboard). On my Ubuntu machines that had the problem previously, the xmodmap change actually causes the NumLock to work right! It switches back and forth between numbers and arrow keys just like the previous TightVNC did. So far I am blaming this on the Mac being unique because of keyboard differences. I will do more testing with Windows soon and report full findings. Everything so far has been OSX 10.6 or Linux.
