Well, it's not as if I had any foreknowledge of that, either.  While I 
was writing the last reply, I found the packages in question on the SuSE 
web site, downloaded them to my CentOS machine, and looked at their 
structure and metadata to see what was up.  Anyone could have done the 
same thing.  Please address any complaints regarding SuSE's packaging to 
SuSE.

That's why the TigerVNC build system allows you to specify where the 
libjpeg-turbo headers and libs can be found.  The default is not to look 
for them in /usr, because even though some prominent Linux distros are 
shipping libjpeg-turbo now, many of them still don't, and thus the 
assumption is that people will either build libjpeg-turbo from source 
(which installs it by default in /opt/libjpeg-turbo) or they will use 
the official libjpeg-turbo SDK packages (which also installs it in 
/opt/libjpeg-turbo.)  BUILDING.txt in the TigerVNC source says all of 
that quite plainly.
