Captionless needs only be rendered for z12, it can be stitched together at 
lower zoom levels, just like the regular lowzooms.

It's always a tradeoff of lookups vs the number of entries. Yes, going 
recursively up to -say- zoom level 6 or so might be feasible. However, given 
that disk space is not our bottleneck, this is pretty low on my current list.

Yep, it does make sense in general, however as I said above, there's more 
urgent things on my list right now.
