With prio4 empty tiles its the upload queue - without the
client. Typically one can see the phase in the munin graphs - if you
have > 3ktiles/h and a full queue we are crunching through prio4 empty
tiles. If you see something like 6-800Tiles/h we are working on prio1/2.
Now with the throtteling in the request handler you'll not see a full
queue but rather a queue between 700-1000 entries.
