Yes, you can. See also <http://wiki.openstreetmap.org/index.php/Tiles%40home/APIs> I have entered bulk requests in the past, and always with prio 2. I see 1 as the standard prio for normal requests and 3 as the standard prio for the "regenerate old tiles" jobs.
