Maybe requests should get another parameter: purpose or something
linke that.  Then, Requested by can be set to a recognizable name.  Or
just use name:pupose.  At least then one knows who to ask.

I don't think it hurts too much if maplint is rendered, too.  After
all, maplint is pointless if it is not kept up-to-date.

I have no clue what the script does, but it shouldn't detect tilesets
that have been completely redered and uploaded.  So, if you stop the
script, wait for the queue to clear and then simply restart it should
continue.  Anyway, I don't see any problem having 1e6 requests in the
queue unless it hurts the database.

It might have been easier to just request the whole planet at prio5.
We might want to do that anyway to update tiles that are not cought by
the auto-requesters or by people but that have changed due to changed
styles.
