I am not sure the oldest tileset algo is especially useful, we would rerender 
loads of Antartica all the time which never changes, I suspect. Most of the 
world (fortunately) is really uninteresting and should hardly ever be 
rerendered.

Anyway, I have nothing against keeping clients busy. My bigger problem is that 
there's no easy way of finding the age of all tileset files. I am hesitant to 
add yet another database table. Requesting that 1m tiles apparently killed 
little brittle MySQL already.
