That would mean restart from beginning. It uses the state from 
yesterday and needs it's time to insert the requests :-)

When the current set is through I would vote for another solution:
Whenever the number of currently active requests goes below 1000 insert 
the 1000 oldest tilesets into rendering queue.

This will update the whole planet over the time.
