Please remember that the original file was generated from PGS data which was the output of a program run over landsat data. It obviously had no idea about the difference between rivers and seas, it just cared about whether it could "see" water. The Maas is large enough to see even on lowres imagary, so it was there in the coastline data. As you can see from the coastline checker, it's been fixed a long time ago.
