It doesn't have to render all languages for all tiles. There could be a set of languages defined for each tile (only those that are relevant), so we'd have a default caption layer showing "name", for Wales one layer each for "name", "name:en" and "name:cy", and for some tiles with name of important cities additional languages (e.g. Roma/Rome/Rom/Rzym etc.).
