1) I agree that nicer captions would be good.

2) I fail to see how a separate caption layer makes captions more pretty
in itself :-). What's the "more generic approach" you suggest? Rendering
captions with mapnik or something?

3) People still need a "complete" layer including captions to download
for mapping applications that don't support layered tiles (eg
maemo-mapper). So we'd need a caption and a captionless layer for z13-17
(we have captionless z12 already), I'm afraid we'd run out of disk space
quickly (or we'd need to merge caption/captionless layers dynamically on
download). If that were possible, I am all for making the default layer
captionless and provide a separate caption layer.

4) I'd like i18n'ed captions. My only concern is that we need a) more
disk space than we currently have (this might be solved somewhat when we
move to a new server) and b) we need to add more special cases to the
map serving plugin to serve transparent tiles when there is nothing
(should be possible).
