What's the "more generic approach" you suggest? Rendering captions with mapnik or something? 3) People still need a "complete" layer including captions to download for mapping applications that don't support layered tiles (eg maemo-mapper). So we'd need a caption and a captionless layer for z13-17 (we have captionless z12 already), I'm afraid we'd run out of disk space quickly (or we'd need to merge caption/captionless layers dynamically on download). If that were possible, I am all for making the default layer captionless and provide a separate caption layer. 4) I'd like i18n'ed captions.
