That depends what clock-frequency is used to generate the pulses.

If that frequency is close to integer Hz, then it won't help much
and we get all the usual trouble with "hanging bridges".

If it is close to, but not quite a low modulus to 1Hz, N.33337 Hz
for instance, it will help, because the 10.000 pulses will sample
the "real" value and the average of them will give a sqrt(9999) ~=
100 times better resolution.
