This is the "washington monument" budget ploy. For example, the Park Service is told to come up with a budget plan. The PS says to save $ we'll close the Washington Monument, the public recoils from this idea, congress funds it. It's a dangerous process, 'cause congress can call the bluff. But if we all write our congress folks, the $ to run LoranC may be restored. Don PS I know this from working for Forest Service for some years...:-)
