If not wanting to use an external counter, with a continuously variable generator, the HP 3335 or 3325B would be good try out. I also think I saw a 3335A, on ebay, for around $375 to $400, in good shape, the other day. Also, there's a difference between the 3325A and 3325B's frequency step, if I recall, and the B version is the better one.
