I would suspect the problem is there or 'up stream'.

If it is not being exercised, it's going to be cold.  If it's dead, it's
going to be cold.

The big Trimble IC (U2) close to the RS232 port, is also noticeable colder
to a finger tip on the faulty unit, compared to a working unit.
