The USAF "rediscovered" manned aircraft for surveillance lately such as the 
U-28 or the civilian version (PC-12). They don't attract as much attention. 
Also the MC-12, which is just a Beechcraft. The FBI flies Cessnas. There is a 
lot to be said for hiding in plain sight.

Back to the GPS spoofing, you have to wonder how they can get the signal 
strength of the various birds to match reality. I wonder if using multiple 
directional antennas rather than one helix would allow a GPS to determine if 
the signals are arriving from multiple sources?
