Joe, Cellphone frequencies are little affected by ionospheric effects, so I would be surprised if that was an effect though GPS is a different matter, or sat-phone.

I read about it yesterday. I suspect that we may already be seeing
some radio interference. At work this afternoon, my cell phone lost
signal entirely a few times. Although I don't get a great signal at
work, it has never lost signal completely before.
