1200/1500 MHz. The phone in question uses 850/1900 Mhz bands, so I
think we're in the neighborhood.


GPS signals pass through the ionosphere which greatly affected by solar weather.

Terrestrial cellphone signals do not pass through the ionosphere, so flares don't necessarily change things. There is anecdotal evidence, though, that solar activity can change the environmental RF background noise level, and that could have an effect on cellphone link margins.
