The problem is, Google doesn't have a clue. The issue was first reported to them almost 3 years ago - http://code.google.com/p/android/issues/detail?id=5485
BTW, my Verizon CDMA "dumb" phone is currently only 1 second ahead, NOT 16 secs.
It likely has a fixed correction built into firmware, and was in sync with UTC prior to the recent leap second.
