Hi I'm not sure I'd call it Basic, but Microsoft has VB Express (or what ever they call it this week) for free if you are running Windows.

Looked at powerbasic and yes it supports the higher rates. Various pricing models up to $200 and $50 for a paperback manual. It looks pretty interesting. But at least liberty basic is free up to a level that for most timenuts would be enough. I have no favorites actually.
