Somewhat of an understatement! <g> Hammond has been in the magnetics
business for many years and is a well known manufacturer of transformers and
inductors. Details of surrounding circuitry of the oven controller would
help.

Hammond has been known to make transformers.
My vote would have been for a balun (balanced to unbalanced transformer) as
is often used in audio transmission lines, such as telephone lines.
Have you tried putting a meter on it?
