Polling interval is different than update interval.

From a FAQ at ntp.org: "Recent versions of ntpd (like 4.1.0) seem to update the correction values less frequently, possibly causing problems. Even if the reference time sources are polled more frequently, the local system clock is adjusted less often."

There may also be an issue with how much adjustment NTP applies, rather than how often.
