At least with GSM, a mobile station needs to receive a base station signal before it transmits anything at all. If no cell network signals are received at all, the mobile should not be transmitting anything at all either, as without a base station signal it has no idea what frequency channel it should be transmitting on, etc. I would think that the same principle would hold for all other widely deployed cell- phone technologies.. > Thankfully there are alternative ways to fly.
