Might or might not be. At least for GPS and Galileo there is an agreement to synchronize the clocks and have a field in the message data that specifies the difference between UTC(GPS) and UTC(Galileo). There was some discussion at last EFTF about how they are going to measure the time difference accurately. Apparently the GPS people were not impressed by Galileos plan to have a physical realization of UTC(Galileo). They seem to have run into problems in the past and have thus switched to a paper clock.
