Thanks Ulrich for bringing this to my attention. So, the new entry from the T&F side is David Howe, NIST. It's not a bad achievement, behind this. Just go to the NIST T&F library and read his articles, and then consider heading the phase-noise group at NIST. Dave is now semi-retired from NIST, only doing a few things.
