I totally agree with wayne. If a person from a country in which there is no actual server wants to use the pool he will most likely configure his client to use servers from a nearby zone or even worse from the global zone without changing his configuration as soon as his zone is filled up as wayne has pointed out.
It may make sense to introduce some kind of prefix to those zones but basically I am all for at least providing zones like central.africa which clients in a central african country without own servers can use.
