Totally agree. Anybody that needs < 1 second accuracy needs more than NTP we
 can offer in reality.

In that case, we should drop all the region-specific and country-specific domains, and stick purely to pool.ntp.org and the numbered sub-domains, and never go beyond that.

There's a different advantage to users using local servers:
When some clueless network admin calls my ISP to complain about the traffic from to their systems from my port 123
(becuse someone on his net installed an OS defaulting to pool.ntp.org),
it's easier to educate them if they are in a nearby timezone,
and maybe even speak my language.
