That's not the fault of the person running 82.94.242.182, that's the fault of the clueless user. In respect to "uplink goes bad", it does not matter how many servers you have in your peer list if your uplink "goes bad".

If a clueless users syncs to him (m/f) and that servers uplink goes bad
the server won't notice and the client will have bad time.
