Normally better servers will be elected oevr this one.
Or maybe the sysop of that IP will make changes?
If a clueless users syncs to him (m/f) and that servers uplink goes bad
the server won't notice and the client will have bad time.

If the ntp server is too far out of sync then it wont be included in the
pool after something like 10/20 mins (or however long it takes the score
to drop below 5 )
ask - would it be possible to have a disable this server option in case
you want to not appear in the dns for a bit - also an option for IP6
addresses to see how many we have available?
