Have you tried replying with a kiss-of-death packet? You won't get rid of all of those querying you, but as a considerable percentage of your clients are ntpds, you should be able to lessen the load a bit. Run ntpd for a few days with a configuration that replies with a KOD-packet to all queries and those who obey KOD packets should stop by then.
