Yes, there is a maximum of 600 clients that ntp tracks.  Add in the
two header lines, and you get 602.

Just about everyone in the pool will accumulate more than 600 clients
very quickly, making the ntp tools not particularly useful.  In order
to deal with this, I have written up some ntp monitoring scripts. See:

As far as growth in clients per pool server goes, I think things are
getting better.  My active clients has grown from around 900-1000 in April
to about 1600-1800 today.  My packets per second half also not quite
doubled.
