According to my ntpstats collection, I'm currently using less than 5kbit/sec for ntp traffic. I would think that even a 256kbps connection should be just fine for being in the global pool. Faster connections don't always mean they are less congested. A 10Mbit connection that is saturated and has a badly managed ntp server on it is worse than a well run ntp server on an unsaturated modem.
