Any spikes at least up to ~100ms can easily be attributed to network trouble. Don't read too much into the offset graphs on lower numbers.

If/when we want to measure the offset more accurately from the monitoring station I'll setup several of them and have them use ntpd rather than the simplistic sntp client.
