Any spikes at least up to ~100ms can easily be attributed to network
trouble. Don't read too much into the offset graphs on lower numbers.

If/when we want to measure the offset more accurately from the
monitoring station I'll setup several of them and have them use ntpd
rather than the simplistic sntp client.

Hmmm - I'd be interested in doing an experiment on that - if you are
willing to let me have a the list of US servers I'll set up a box with
all the servers in the ntpd config as minpoll 10 noselect and see how it
looks.

Yeah... the point isn't that it matters for any one server... the point is that it seems to be the monitoring server that's off in lala- land.
I'm adding into the request for more info.
