I got the same results that others have described on this list, the first result was my own time server and others were in middle Europe and even the US. The ISP I'm using contains remnants of EUnet, a pan-European ISP, so I guess much of Europe and some parts of the US are just one BGP hop away.
I'd try changing the scoring system so that GeoIP information is the starting point. And then prioritize the servers from the same country (and a few neighboring ones as well) by the BGP path length.
