I think we should do rules of usage:

"Note that sending an excessive number of queries to the pool (more than 5
per minute or 10 per hour from a single IP) may result in anti-abuse
measures being triggered. These could include (but are not limited to)
replying with a ntp KOD packet, not answering a reply, and replying with
the incorrect time.

Vendors who intending to deploy hardware, sortware or otherwise use the
pool should check the Vendor section for additional rules"


Another thing for the vendor section would be to tell vendors not to send
all their queries at the same time (like exactly on the hour) which was
the problem with that UK DSL device a while back.
