My mistake, the thread is not about existing abusers but about vendors
with new configs/new hardware/new software.

All that said, the guidelines for vendors doing new software should
certainly allow standard well-configured iburst.

But, including the experience (and the experience of UWisc/Netgear etc.)
that went into my rant:

I would strongly suggest that the "client guideline" include the
requirement that in response to a KOD/lack-of-reply/reply-with-wrong-time/
reply-with-low-quality-time, the client MUST NEVER increase its poll 
rate. Ideally it would stop (KOD) or go to longer poll rates.
