Systems that operate in "UTC" show their flaws when they have 3601.0 seconds in an hour due to a leap second. I'm not saying that there isn't greater or lesser continuity of time in different systems, just that the NTP/UTC/Unix model has well- known flaws as well. The only succesful system IMHO is the S/360 type hardware clock or the "GPS hex" or TAI timescale.
