The upstream speeds are 384kbit and 736kbit, the maximum downstream speed is 
7360kbit - you're quoting the new line rates without ATM overhead.

Also, the upstream rate seems to rarely be anything less than the maximum, even 
if the downstream rate is as low as 160kbps.
