I think the idea of automatic location of a near server should be pursued more.
A while ago there was a prototype shown and it did not perform bad.
Such things probably work better than trying to explain that you should use your local country zone. One fixed domainname to be used by everyone, and highly dynamic change of the returned IP addresses (determined by requester address, current server quality, load etc) is better than try to subdivide the server pool in so many ways and have the end-user cope with the problem. We all know that many end-users do not want to spend more than a minute on configuring NTP, and they will certainly not go back to modify the config if another solution has become more optimal.
