Local as stratum 3 sounds a bit odd (mine's 13)...
It appears that no peers get listed here. here is some more config info
from my server:
/etc/ntp.conf
restrict default kod nomodify notrap
restrict xx.xxx.xx.xx
restrict default kod nomodify notrap
server time-a.timefreq.bldrdoc.gov
[snip]
broadcastdelay 0.008
authenticate yes
keys /etc/ntp/keys
Not familiar with authentication - would imagine you don't need it on public
servers.
/etc/ntp/step-tickers
Not familiar with that file either...
Maybe try with a cut down to the minimum ntp.conf file and see if that
works.
