I was thinking of writing a short blurb to be included by the webmasters
in http://www.pool.ntp.org/join/configuration.html explaining that
certain devices give problems, naming a few problematic ones and a few
known working ones mentioned in the discussion here. And mailing this
blurb to the right address where people who maintain the site could enter
it.

That is the page where people look and/or decide whether to join.

You could elaborate on the project wiki (I don't know how much
pool-specific information is in there and I have a twiki-aversion so I'm not
going to maintain anything there).
